２００１年: 一月二十日、クリントン大統領は任期を終えるわずか数時間前に、マーク・リッチ[Marc Rich, b.1934](ベルギー出身の隠れユダヤ人で、本名はマルク・ライヒ[Marc David Reich])に大統領恩赦を発令して、大問題となる。マーク・リッチは一九八三年に、弁護士で後にニューヨーク市長となるルドルフ・ジュリアーニによって、脱税およびイランとの違法貿易の罪で起訴された。しかし、出廷前にスイスヘ逃亡し、ＦＢＩの「最重要指名手配リスト」に何年も載っていたのである。
